In an era of great reconciliation between humans and the dragon clan, the two races forged a pact to coexist. Through a device called the Dragon Clock, humans gained the ability to transform dragon-clan members into full dragons, and those who partnered with a dragon to take to the skies became known as Dragon Watch. Kali has dreamed of becoming a Dragon Watch member more than anything — but an allergy to Dragonium, the rare mineral inside the Dragon Clock, makes it impossible for her to trigger a transformation, shattering her hopes. Then a terrorist attack throws Kali and a dragon-clan member named Levitan into the chaos together. They fight desperately to survive, but without the ability to transform Levitan, their situation grows dire. At the last possible moment, some unknown force lets them forge a different kind of contract, and the transformation succeeds. After resolving the attack, both are officially appointed to the Dragon Watch in recognition of their efforts — yet while Kali is overjoyed to see her dream come true, Levitan refuses the appointment. Will the two manage to become partners after all? And lurking behind the terror attack is a secret about the very pact that binds humans and the dragon clan together...
