When Oh Jae-yeol, the chairman of Hwarang — one of Korea's most powerful crime syndicates — dies under mysterious circumstances, a brutal power struggle tears the organization apart from within. Seizing the opportunity, a Chinese criminal faction moves in to claim Hwarang's territory, plunging the underworld into chaos. Regional bosses begin carving out their own power as they fight to fill the vacuum, while civilians caught in the crossfire are ignored by a police force and political establishment already in the gangs' pockets. Then the mother of Yu Baek-han, a former special forces soldier, is murdered by the Chinese faction after she tries to drive them out of her neighborhood. Consumed by grief and fury, Yu Baek-han sets out on a one-man mission of revenge.
